Job Description

The City of Eugene is seeking an Emergency Management Analyst with a passion for resilience, experience with planning processes, and an understanding of the National Incident Management System. This position will be responsible for coordinating updates and advising on various plans including the Natural Hazard Mitigation Plan, Emergency Operations Plan, Continuity of Operations Plans, Community Wildfire Protection Plan, Evacuation Plans, and other such plans. Being able to understand high level guidance and apply it to decision making to accomplishing objectives is a must. This position will also serve as a member of the Emergency Operations Center team if activation occurs, and you should be comfortable with the thought of helping your community in a moment of urgent need.

Salary Range

: $42.04 - $54.64 / hourly / $87,443.20 - $113,651.20 / annually

Work Schedule

: Monday - Friday, 8:00 a.m. - 5:00 p.m. with occasional after-hours/weekend meetings with flexibility per business need. When on-call, you must be able to report onsite in Eugene as described in the Emergency Operations Plan.

Qualifications

When screening your application, the City will consider an equivalent combination of relevant education and experience which provides the applicant with the knowledge, skills, and abilities required to meet minimum qualifications for this position. A typical way to obtain the knowledge, skills, and abilities would be:

Education

:

Equivalent to a bachelor's degree from an accredited college or university in the area of Emergency Management, project management, Planning, Environmental Science/Studies, Project Management, Public Policy, or related subjects.

Experience

:

Two (2) years of professional experience in emergency management, project management, planning, alert and warning programs, homeland security exercises and evaluation programs, volunteer management, or emergency plan development, preferably in the public sector.

Experience with mitigation and/or recovery at the local level preferred.

Experience as lead on natural hazard mitigation, community wildfire protection, flood mapping, evacuation, emergency operations, and continuity of operations, or other hazards and emergency plans preferred.

Required Certificates/Licenses:

ICS Certificates 100/200/700/800 within three months of hire.

ICS Certificates 300/400 within 1 year of hire.

Oregon Driver's License (ODL): Valid Oregon driver's license, or ability to obtain by date of hire
