Boxelder Sanitation District is a local government agency (Special District) proudly serving portions of Fort Collins, Windsor, Severance, Timnath, and surrounding areas in Larimer and Weld Counties. With over 100 miles of sewer lines and an average of 1.94 million gallons of wastewater treated daily, we are committed to protecting public health and the environment through reliable, high-quality wastewater services.

We offer a casual and flexible office environment, conveniently located just off I-25 in Fort Collins, CO.

Compensation and Benefits

This is a full-time position with a competitive compensation and comprehensive benefits package, including health insurance with 100% of employee coverage paid, participation in the CO PERA retirement plan, a 401(k) with up to 3% employer match, generous vacation and paid time off, dental and vision insurance, disability and life insurance, a supportive, team-oriented work culture, and the stability and purpose of working in public service.

The salary range for this position is $78,000 to $110,000, commensurate with qualifications and experience.

Job Details

The Environmental Regulatory Specialist will serve as the District's primary liaison for regulatory affairs, ensuring compliance with local, state, and federal wastewater regulations.

Responsibilities include:

  • Conduct research using publications, government resources, and legal resources to interpret and summarize regulations affecting District operations.
  • Present regulatory information and updates to the District Manager and/or Board of Directors as needed.
  • Collaborate with treatment plant staff, pre-treatment staff, and engineers to align District practices with existing and emerging regulations.
  • Gather, analyze, and interpret data related to pretreatment, treatment, and collections activities; create reports and share findings as needed.
  • Represent the District at meetings with regulatory bodies such as the North Front Range Water Quality Planning Association, CDPHE, and the EPA.
  • Participate in conferences and events relevant to wastewater and water regulations.
  • Manage and maintain the District's Rules and Regulations pertaining to Industrial Pre-treatment (IPP), to ensure they are current, accurately interpreted, and properly followed.
  • Serve as a resource and collaborator to the IPP Specialist, offering technical insight and coordination on permit-related tasks, sampling, and regulatory reporting efforts.
  • Identify non-compliance with District regulations or federal/state laws and recommend and oversee corrective actions.
  • Draft clear, concise written summaries of regulatory changes and policies for internal and external audiences.
  • Communicate verbally with employees and stakeholders to explain regulatory requirements and updates.
  • Research chemical use, environmental science, biology, and natural resources to support compliance and operational decisions.

Job Qualifications:

Education, Training and Licensing

  • Bachelor's degree in science, engineering, environmental studies, or a related field, plus two (2) years of relevant experience. A combination of education and experience may be considered.
  • Valid Colorado Driver's License.
  • Hold or have the ability to obtain Colorado Certified Water Professionals (CCWP) certifications in Wastewater Treatment, Industrial Wastewater Treatment, and/or Wastewater Collection Systems.

Experience

Experience in the water/wastewater industry is strongly preferred. Regulatory experience in related industries, such as utilities, will be considered.

Knowledge, Skills and Abilities

  • Proficiency in reading, writing, and communicating in English.
  • Ability to follow instructions, manage deadlines, and work independently or within a team.
  • Knowledge of environmental laws, rules, and regulations, and the ability to interpret and explain them effectively.
  • Strong computer skills, especially in Microsoft Office (Excel, Word, PowerPoint), with emphasis on data analysis and reporting.
  • Excellent written and verbal communication skills, including the ability to tailor communication to different audiences (e.g., employees, management, board members, public agencies).
  • Strong analytical skills, including performing calculations, managing complex datasets, and auditing information for accuracy.
  • Professional demeanor suitable for public interaction and representing the District.

Working Environment:

  • Ability to work both in an office and field environment.
  • Collaborative team setting with regular interaction across departments.
  • Local travel required, primarily within Colorado's Front Range; occasional overnight travel for conferences or training.
  • Occasional fieldwork to observe operations, conduct compliance reviews, or gather information.

Physical Activities:

  • Primarily office-based work involving standard tasks such as sitting at a desk, typing, and using computers.
  • Occasional visits to treatment facilities or field sites for observational purposes, which may involve walking on uneven surfaces, climbing stairs, or standing for extended periods.
  • Must be able to work safely in proximity to operational areas while wearing appropriate personal protective equipment (PPE) when required.
